Responsibilities include, but are not limited to

Currently, SRC is seeking a SIGINT collection requirements manager (CRM) to support government management in national signal intelligence (SIGINT) requirements daily operations in the Fort Meade area.

Responsibilities include, but are not limited to

-Develop and implement methods for quality assurance and quality control of SIGINT requirements
- Specific duties include: provide daily and continuous collaboration with SIGINT customers and CRM to facilitate entry of intelligence needs (IN) in the national SIGINT requirements process (NSRP)
- Ensure INs follow the NSRP process through validation and tasking onto the U.S. SIGINT System using both formal and informal mechanisms
- Ensure that proper validation chains are in place and adhered to
- Review and edit formal agency documents submitted through the NSRP, ensuring that all documents adhere to committee policies and national priorities as set by the director of national intelligence and the National Security Council
- Assist in the preparation and performance of formal and informal training on the NSRP to include a thorough overview of how to draft, review and submit INs, discussion and demonstration of every field within the national client interface and the NSRP Web Query Tool
- Perform as executive secretary to both formally charted and ad hoc working groups and committees to include assisting in ongoing tasking and deliberations. Additionally the CRM will perform customer outreach through facilitating plenary sessions and working groups, facilitating IC-level engagements, developing briefings and enabling agendas
- Assist in the performance of independent evaluations of the SIGINT system’s performance against Intelligence Needs and the evaluation of processes that impact the intelligence community and its customers
- In the event of crisis or upcoming world events, the CRM will identify possible gaps in requirements and inform the program manager of recommended actions
- Assemble significant facts on current SIGINT requirements and reporting against those requirements to various inter or intra-agency meetings
- Interface with the SRC program manager, government contracting officers representative, government management personnel, customer agency representatives and representatives from intelligence community (IC) organizations

Position Requirements

- Minimum of 10 years SIGINT experience
- Previous experience as an intelligence community CRM is required
- Previous experience authoring, editing and submitting SIGINT information needs through the National SIGINT Requirements Process (NSRP)
- Familiar with the National Intelligence Priorities Framework and its application and effects on priorities as stated in SIGINT Information Needs
- Strong interpersonal and oral/written communication skills including the ability to write progress reports, make oral presentations and to implement or influence implementation of operating standards, policies and procedures throughout the IC

Additionally the CRM will perform customer outreach through facilitating plenary sessions and working groups, facilitating IC-level engagements, developing briefings and enabling agendas
- Assist in the performance of independent evaluations of the SIGINT system’s performance against Intelligence Needs and the evaluation of processes that impact the intelligence community and its customers
- In the event of crisis or upcoming world events, the CRM will identify possible gaps in requirements and inform the program manager of recommended actions
- Assemble significant facts on current SIGINT requirements and reporting against those requirements to various inter or intra-agency meetings
- Interface with the SRC program manager, government contracting officers representative, government management personnel, customer agency representatives and representatives from intelligence community (IC) organizations

Position Requirements

- Minimum of 10 years SIGINT experience
- Previous experience as an intelligence community CRM is required
- Previous experience authoring, editing and submitting SIGINT information needs through the national SIGINT requirements process
- Familiar with the National Intelligence Priorities Framework and its application and effects on priorities as stated in SIGINT Information Needs
- Strong interpersonal and oral/written communication skills including the ability to write progress reports, make oral presentations and to implement or influence implementation of operating standards, policies and procedures throughout the IC
